A quick mental tour of Northern cities' Council Buildings (in my head split into 'domes' and 'clock towers' types) led me eventually to Liverpool.

I think Office Pest may have it - in spite of the fact that the photograph cunningly omits the arched lower storey, which foxed me somewhat.
